MN Data Center Laws 🔎 + Appleton ICE Detention 🚫 + Bon Voyage Clovis 👋 Summer Legal Interns 🌱

Across Minnesota, at least 15 hyperscale data centers have been proposed. State leaders say we already passed a “nation-leading” law in 2025, but does it actually cover what matters? Meanwhile, communities are left trying to figure out the impacts on local taxes, electricity use, and water, while projects move forward fast. The TL;DR: Minnesota’s 2025 law is a start, not the finish line. CoreCivic Sign at Appleton Detention Center

CURE is disappointed and alarmed that plans to reopen the Appleton, MN, prison—run by private company CoreCivic—as an ICE detention center, appear to be moving forward. This year, we’ve seen ICE and its detention system systematically deprive people of their rights, often without regard to legal status. We call on ICE to halt these plans, or for state and local leaders to intervene against it. Learn More.

A bittersweet update: After nearly five years with CURE, Clovis Curl will be leaving the team at the end of June as she heads to North Carolina. As our Communications and Research Strategist, she helped CURE ask the right questions, tell stories that matter, and connect rural Minnesota communities with the resources they need to make their voices heard. Join us in wishing her well on her next adventure!

This summer, CURE is hosting two legal interns!

Alexander Anthony

Alexander Anthony is a rising third-year law student at the University of Minnesota Law School and hails from Northern Virginia. He decided to pursue environmental law after seeing weak enforcement fail to protect endangered marine life. After law school, he plans to return to the East Coast to help Mid-Atlantic communities address major environmental challenges. 

Max Oechsner

Max Oechsner is a rising third-year law student at Vermont Law and Graduate School. He is passionate about energy law and environmental justice. Originally from Lake Placid, New York, Max holds a degree in Environmental Studies with a minor in Public Policy Analysis from the University of Vermont. Outside of work, Max enjoys skiing, soccer, and rock climbing.

Kelsey Olson

Kelsey Olson

Director of Environmental Stewardship

Kelsey Olson (she/her) joined CURE in 2025 as its Director of Environmental Stewardship. As a skilled environmental naturalist, Kelsey’s work focuses broadly on environmental education and advocacy with a keen focus on rural land use and how that use impacts our environment and climate. Working Lands, how land is used to support agriculture and forestry, is a key focus of her work. She brings 15 years’ experience in public communication, environmental education, and rural community engagement – strong communication strategies are core in her work. This includes two terms of service with AmeriCorps in the VISTA program in Oregon and Maryland and a nearly 10-year career as a naturalist followed. She recently worked on communications and marketing for rural economic development.

Kelsey lives in New London, MN, with her young children, husband, dog, and two cats. They enjoy spending time together outside and finding small treasures in nature. Visits to Minneapolis often include visits to one of their favorite historical museums, the American Swedish Institute. Kelsey enjoys experimenting in the kitchen, canning local produce, and making kombucha.
